Lenard Higdon

No one is more intense or works harder as a city employee than Higdon. His department is in charge of city maintenance --roads, sidewalks, buildings, etc., and some park maintenance. All building in the city must be routed through the department's planning division for permits. More city employees work for his department than all other departments put together. He takes pride in the beauty of the community.
