Council perplexed on what to do. Dock is 85% done. Wants to approve, but unhappy with Thompson's actions. Was he trying to pull a fast one? Vote 3-2 to approve	LETTER FROM HANK THOMPSON
Hultquist says city has run two safe-boating classes each summer for last 13 years. Contractors thought Thompson would get permits . . . he thought they would. Contractors obeyed "Stop Work Order," but Thompson finished work himself.
