What's the deal with the loading dock over at National Cold Storage?

Damnest thing. Nobody got a permit for it. I was driving by one day and stopped to see what was happening. When I saw that they had no permit I red-tagged it. The contractors stopped work immediately. They thought the company arranged for the permit.
